A woman was raped by two suspects while traveling on a motorway on Ring Road between Swallow and Wednesday night, raising questions about the performance of motorway police.

According to the FIR lodged in Gujjarpura police station of Lahore on the complaint of a person named Sardar Shehzad, the incident took place while traveling from Lahore through Ring Road.
According to the FIR: ‘The victim called a relative in Gujranwala between Tuesday and Wednesday night saying that her car had run out of petrol in the desert and she had two children with her. The woman was advised to call the Motorway Police Helpline 130 for help.
Motorway Incident :
The FIR quotes the plaintiff Sardar Shehzad as saying that when he reached the location given by the woman along with a friend, the vehicle was present but the driver’s side glass was broken and blood was spilled on the windows of the vehicle. The marks were there while the woman and children were not there. When they started looking around, they saw a woman coming with her children from the desert on one side of the ring road.
The FIR states that the woman said that when the vehicle was stopped, she was stopped, then two armed men, aged between 30 and 35, who also had a cane, broke the glass and opened the door. They took them out, including the children, and took them to the desert along the road and raped them. They also took Rs 100,000 in cash, gold jewelery, ATM and car registration card from the car.
According to the FIR, which includes provisions on robbery and gang rape, the case was registered on the written request of the plaintiff Sardar Shehzad while the plaintiff has expressed dissatisfaction.
Who is the plaintiff in the FIR?
When inquired about this, SHO Gujjarpura Shahzeb Khan police station said that the incident was being investigated by the DIG himself and he was not aware of it.
“I do not know who the plaintiff in the FIR is and how it was framed,” he said.
The SHO added: “I have no idea whether the police arrived on time or not, but necessary action is being taken and a conclusion will be reached soon.”

According to Sardar Shehzad: “Meanwhile, the police started taking details from me and also found out my name, date of birth, address and mobile number.”
He said: ‘I gave the details on the understanding that perhaps the question was being asked as suspicious. Then the police soon took the woman in an ambulance and left, so we also came back from there.
But when he started getting calls ten to fifteen minutes later, he found out that his details had been recorded in the FIR.
Asked to talk to the police about being made a plaintiff, Sardar Shehzad said: ‘Why talk to the police? The phone will stop ringing automatically. If I talk to the police, I am afraid another case will not start.
Questions and feedback on police performance
As soon as the incident came to light, questions have been raised about the performance of the police and users on social media have termed rape of a woman in a city like Lahore as illegal and incompetent of law enforcement agencies.
First, the motorway police were criticized for not reaching the help of the woman despite calling the helpline.
In this regard, the spokesperson of the Motorway Police has issued an explanation that the Ring Road does not fall within the jurisdiction of the Motorway Police, therefore the Motorway Police could not reach there.
It should be noted that token tax on toll plazas of Lahore Ring Road is deducted from the e-tag created for the motorway.
A member of the opposition PML-N has also submitted a notice to the Punjab Assembly on the incident, demanding immediate arrest of the accused.
On the other hand, IG Punjab Inam Ghani in his statement said that the police have reached the village of the accused and they will be arrested soon.
Meanwhile, PM Imran Khan’s spokesman Shahbaz Gul said in his Twitter message that the Punjab Chief Minister has taken notice of the incident while about 12 suspects have been arrested and the real culprits will be arrested soon.
